Brazil reported a new spread of H1N1 virus that was expanding to the U.S.
President Obama’s meeting now also included Centers for Disease Control (CDC), Secretary of State, Brazil’s Government and World Health Organization (WHO). CDC was able to produce a vaccine for H1N1 soon, but at limited quantities. WHO suggested to share the vaccine with Brazil. Congressional Leadership insisted to serve Americans first.
The heavy economic impact of mass production of the vaccine and/or of the pandemic threatened to derail the President’s new healthcare proposal.

Your Task

To decide which issue – responding to a public outcry for domestic healthcare reform or addressing the potential pandemic – has priority
To define a solution to address that priority issue
To determine the correct strategy for implementing that solution

Instructions

The President has requested a 2-3 paged, double-spaced memo (12-pt. Times New Roman, 1-in margins) from each of his advisors. You will be assigned a role to play for the simulation (roles are underlined above). Memo is due on October 16th.
Structure:
First, include a very brief assessment of the situation.
Then, include your views, as representative of the agency you are assigned to, of the key issues and priorities with which your agency must deal.
Finally, include a proposal of options and actions (as well as potential complications) to deal with the situations at hand.

Format

Each role may have been assigned to 2 different students, but each must prepare and turn in a memo individually
Students will represent their assigned agency and present a common position in the discussion on Friday, October 16.
